Cannot open menu via shortcut when activity bar is hidden

Does this issue occur when all extensions are disabled?: Yes - VS Code Version: 1.64.2 - OS Version: 10.0.19044 Steps to Reproduce: 1. Set the following `"window.menuBarVisibility": "compact"` 3. Toggle the activity bar so that it is hidden (`Ctrl`+`Shift`+`P` then type "View: Toggle Activity BarVisibility") 4. Hit `Alt`+`f` Expected behavior: file menu shows Actual behavior: nothing happens Same goes for any of the other menus that one would normally expect to access by using the `Alt`+Letter shortcut.
