Replace `resourceUriProvider` web api with a descriptive/template variant

This would help with supporting loading extensions running in the web worker extension host from the server and allowing that they are able to create web workers. The current synchronous function based API cannot be invoked from a child worker. This would help in supporting #144235 cc @jrieken
