Glyph margin tooltips don't overflow the editor

Create a decorator that has a very tall `glyphMarginHoverMessage` (e.g. via an extension or using Monaco) 2. Notice that if the editor is too small the tooltip gets cut off:  This is important to me because I am using Monaco editors that are automatically resized to the number of lines, so they can be very short and run into this problem even with relatively short tooltips.
