No way to "deny" a sign in auth request

Today we can _Allow_/_Deny_ a grant request, but we don't have the ability to _Deny_ a sign-in request. Because of this the end-user can't "dismiss" the indicators on/in the Accounts icon.
This is causing end-user complaints in GitLens, since I adopted the new auth flows without prompting.
接入你的 Agent 之后，它会调用 POST /api/v1/claims 带上 1541 完成认领。
