Open source translations of third-party vs code OSS extensions

Unfortunately, this translation pipeline is not open sourced, so it's not possible to build the python extension (or any other extensions using it) from sources with translations enabled :disappointed: This feature request is to ask to opensource this translation pipeline or the necessary translation files to be able to build third-party vs code OSS extensions from sources with translations enable :pray: [Related discussion](https://github.com/microsoft/vscode-python/issues/19280)
