Issue Type: <b>Bug</b>
When editing a HTML file with remote SSH (rtt latency ~100ms), inserting an attribute may lead to duplicate double quotes:
1. Type ``<body class``
2. Type ``=`` and then immediately a double quote ``"``
There is a chance that VS code produces ``<body class="|"""`` (``|`` denotes the cursor position). This occurs more frequent as the SSH latency increases.
