Smooth scrolling has limited upper speed and causes skipping to make up

Issue Type: <b>Bug</b> I have a Logitech mouse which allows the scroll wheel to "flywheel" very fast if spun fast enough. When doing this in VSCode, it seems that I can "cap out" the scroll speed of the smooth scrolling support. This means that the longer you've been scrolling, the bigger distance between the "real" scrolled position and the currently-interpolating position is. This is very problematic, especially because *stopping* the scrolling (via either the real position hitting the top/bottom of the file, or just stopping the mouse wheel) then suddenly causes the scrollbar position to jerk to the position it should have been at.
