Switching between User and Workspace settings often selects a different entry

Open settings (File -> Preferences -> Settings) 2. Expand Extensions and click on a child in the left pane (".ipynb support" for instance) 3. Change between User and Workspace (upper left, under the Search settings textbox) Result: Bolded entry on left moves to a different selection. Right pane changes to match. Expected: To maintain current setting selection for entries that exist in both areas (User and Workspace). Additional Details: The list on the left varies between the two areas. Workspace settings have no Application or Security entries above Extensions (User does). And Window has children under User, but in Workspace doesn't.
