Support SGR ANSI escape sequence in problem matcher messages

I suspect the reason we never did this was because the terminal didn't expose an API to get the string with style sequences intact, but we could now do that fairly easily with the serialization work that happened in the terminal to implement reconnection.  I wanted this while exploring problem matchers in https://github.com/microsoft/vscode/issues/9635#issuecomment-1154152179, it would be great if I could create a problem matcher like this with the actual/expected text colored like it gets in the terminal  This would depend on https://github.com/microsoft/vscode/issues/151963
