Allow notebook renderers to access additional output mimes

For https://github.com/microsoft/vscode-jupyter/issues/8635 This tracks allowing a notebook renderer to see all mime typed data associated with the currently rendered item A custom renderer can use this data to fallback to render a different mime (this is what is needed for https://github.com/microsoft/vscode-jupyter/issues/8635)
