Accessibility detection on Windows is off

Detected by @devinvalenciano Currently we detect too many screen readers on Windows. On macOS and Linux we are fine. After discussing with @deepak1556 we propose: * On Windows we should turn back to the old accessibility detection * We should introduce a new telemetry event that captures the "new detection" on Windows. That way we will be able to see how this affects the numbers without affecting the actual user experience. * We should introduce a new telemetry event that captures the "accessibility deactivation" on all platforms. That way we will be able to see how well does Chromium deactivate accessibility. Marking as a candidate so we can discuss in Standup if we should ship this as part of a recovery release. fyi @meganrogge
