Menu is getting stale

I finally found some steps for an issue I sometimes see: menu entries appear as disabled even though they should not, mainly the save entries even though a dirty editor is opened: <img width="575" alt="image" src="https://user-images.githubusercontent.com/900690/230004894-a61de67f-2a5f-460e-9a0e-2df088d35f5e.png"> **Steps:** * use insiders or stable build from Apr 5th * open a GH issues notebook and make it dirty * open process explorer and kill the ext host * a modal dialog opens behind the process explorer * close the process explorer * press "Cancel" in the modal dialog 🐛 the entries are disabled and remain disabled until you open a new window and move focus back to the window.
