Automate DefinitelyTyped and ATA infrastructure during nightly publishes

We have a set of tasks we perform on every release to ensure DefinitelyTyped and Automatic Type Acquisition is in a good state for the upcoming release. https://github.com/Microsoft/TypeScript/wiki/Release-Activities#types-publisher-and-definitelytyped-header-parser As we discussed offline, we'd like to make sure some of these are done automatically regardless of when a release is coming.
