getDerivedStateFromError for Control Flow

Spinoff from https://github.com/facebook/react/pull/15797#issuecomment-504782329. We might want to offer a way to "bubble" control flow up the tree a la Algebraic Effects. `throw Redirect()` is a canonical example. However, we want them to bypass the normal error boundaries. So it probably needs to be a first-class API.
