Bug: In a specific environment, controlled input triggers onChange twice

## On chrome of windows, controlled input changes the value in onChange, and enter(IME mode) non-letters(#/$/%/...) will trigger onChange twice <!-- Please provide a clear and concise description of what the bug is.
