🚀 Feature: Account.createVerification wihtout smtp configuration

### 🔖 Feature description Actually i handle the process of email verification by getting the event in an AppWrite function and sending a custom email template but i don't want appwrite to send an email when the user tries to verify, but when i disable smtp i get the error: AppwriteException: SMTP Disabled, when i do the Account.createVerification. ### 🎤 Pitch It'd be nice to be able to do an email verification without the appwrite default flow. ### 👀 Have you spent some time to check if this issue has been raised before? - [X] I checked and didn't find similar issue ### 🏢 Have you read the Code of Conduct? - [X] I have read the [Code of Conduct](https://github.com/appwrite/.github/blob/main/CODE_OF_CONDUCT.md)
