Incorrect inactivity

### 👟 Reproduction steps 1. I have been using 2 projects in the free tier for years without issues 2. Since free tier inactivity detection these 2 projects are detected as inactive and paused every week despite thousands read/write to the database ### 👍 Expected behavior Thousands of reads/write to a DB should not flag a project as inactive ### 👎 Actual Behavior Thousands of reads/write to a DB does not prevent a project to be flag as inactive. For example one of my project usages : <img width="255" height="151" alt="Image" src="https://github.com/user-attachments/assets/19be36de-4cc9-40bf-84c0-972adb253f02" /> <img width="230" height="171" alt="Image" src="https://github.com/user-attachments/assets/ee01fecd-0111-4dda-b307-abc39cbc575b" /> On june 18th we see 44k reads to the DB On june 20th we see 11k reads to the DB And then today June 21th I get the email : ```text [Action required] Your project "Foobar" has been paused Your project Foobar in organization Personal Projects has been paused due to inactivity.
