Project Transfer - Being able to bulk transfer all projects in one go

### Problem Statement At this moment there is a limit of 3 projects per 3600 sec (1 hour). This means that customers with more than 3 projects are slowed down and might miss important data. (Old org stops ingesting due to quota, new org has the quota but can only accept 3 projects per 60 min) 1. We don't mention any of this limitation on the [Transfer project page](https://docs.sentry.io/organization/membership/#transfer-a-project) 2. We should be able to be quicker/transfer more projects so the lack of visibility is limited. ### Solution Brainstorm Add docs on this Being able to increase the limit on a case by case basis (maybe internally at Sentry) Increase the limit in general (?)
