ServiceHooks in DE are missing Events for updated Sentry Apps

### Environment SaaS (https://sentry.io/) ### Steps to Reproduce [This PR](https://github.com/getsentry/sentry/pull/75903) fixed updating `ServiceHooks`, however we have some `ServiceHooks` (read: installations) that were never updated with the new events so they currently don't receive any webhooks. ### Expected Result Users that installed some Sentry App received the Sentry App's webhooks ### Actual Result 1.
