Alert triggered errors fail to create GitHub issues without Issue Link Settings label

### Environment SaaS (https://sentry.io/) ### Steps to Reproduce 1. Enable GitHub integration 2. Create an issue alert 3. Configure 'Set conditions' (screenshot) 4. Configure 'Issue Link Settings' (select a 'GitHub Repository' and leave 'Labels' as '--') 5. Click 'Apply Changes' 7. Fill in 'Add a name and owner' 8. Click 'Save' 9. Trigger the Alert with an Error <img width="925" alt="Image" src="https://github.com/user-attachments/assets/0bea5cb6-0819-44d8-9add-67734267738a" /> ### Expected Result An issue should appear in that selected GitHub repositories issue section but does not. ### Actual Result Now repeat steps 4,5,7,8 adding any label for 'Labels'.
