Option to disable auto-recovery of cron monitor issue

### Problem Statement Cron monitors get automatically resolved by Sentry after Recovery Tolerance consecutive healthy checkins. Sometimes, it is preferred that cron monitor failures get manually reviewed before being resolved. This is not possible if they are resolved automatically. ### Solution Brainstorm Make Recovery Tolerance optional.
