Improved programmatic alerts

### Problem Statement Setting up alerts programmatically is difficult It seems possible via the API but for the pagerduty integration action there's a service key required. This seems to be an identifier unique to Sentry. Can we get an easy way to query the mapping of service names to ids? https://sentry.io/api/0/projects/{organization}/{project}/rules/configuration/ seems to include that in the response, but doesn't seem to be officially listed in the API ### Solution Brainstorm Perhaps if there is a different way of setting the Pagerduty service key that is required so the APIs are easier to call upon and use ### Product Area APIs ┆Issue is synchronized with this [Jira Improvement](https://getsentry.atlassian.net/browse/FEEDBACK-2072) by [Unito](https://www.unito.io)
