Crons: Ability to toggle between cron timezone and user timezone preference on details page

Currently we show all times for a monitor details in the user preferred timezone (The one set in the users settings). On hover it will show the monitor timezone as well. I propose we add a toggle switch somewhere on this page to "Show times in <user timezone>" and default to showing times in the monitor timezone.
