Implement consumer dead letter queue

Work with the OPS + SNS team to implement a dead letter queue for the monitor consumer. This will help mitigate the blast radius of future issues in the monitor consumer allowing us to retry failed message processing jobs.
This is a part of `Stability` Q3 efforts.
