New issue filters results in nothing showing up for users testing Sentry with captureMessage

with default filter `is:unresolved issue.priority:[high, medium]` Nothing shows up if a user tries Sentry with `captureMessage` (used in many install wizards)  Suggested fix: If it's a new project, and nothing shows up with the priority filter, show low priority issues instead "no high or medium issues, but there are lower priority ones"
