Dashboard - Widget pop up should re-order rows based on order of that hovered time

### Problem Statement When I hover over the graph it keeps surfacing these 0 values in the widget so it doesn't show me the actual topmost dataline that is highest at that moment. ### Solution Brainstorm Ideally it should update the order based on where I hover over in the graph ### Product Area Dashboards
