[Issue experience] Ignore issue until specific tag value

### Problem Statement Sepecfically from a custoemer: _"I really wish Sentry allowed us to ignore an issue until it affects another unique tag value instead of just "until it affects another user. For example, we have a demo account that has incomplete data, so we expect it to run into certain errors, but we don't want to ignore the issue for ALL accounts, nor can we mark it as resolved because it's bound to happen again for that demo account."_ ### Solution Brainstorm Feedback solution also from customer: _"I've added the account ID as a tag, so it'd be super helpful if I could select "Ignore until this affects another... --> tag: account_id". The feature should also support specifying "until it affects a specific value(s) of a tag"."_
