Improve messaging for Billing members when attempting to view or invite members

### Problem Statement Reported via [ZD ticket](https://sentry.zendesk.com/agent/tickets/163623): Currently, billing members who attempt to use the Invite Members option receive the error message "Failed to load members". This is misleading because billing admins do not have permissions to view the member list or invite users. A clearer message should state that billing members cannot view or invite members.
