Ability to create an Issue for a Transaction

### Problem Statement The Performance grid is great as it allows me to see what transactions need optimization work. However, there's not a clear way to document what needs to be done or what has been done. It appears that Sentry can automatically create an Issue related to Transactions if they cross a predefined threshold. It would be great if, in addition, the user could manually trigger creating an Issue related to a given Transaction. ### Solution Brainstorm This would kill several birds with one stone. Currently, the Transaction interface is very limited in comparison to the Issue interface. - No Activity/comments - No Assigned To - No Attachment - No "status" (i.e. Uresolved/Resolved/Archived) If users were able to create an Issue for any Transaction then it would allow us to do all of the above. In addition, it would be great to be able to see, filter, and link to related issues from the Performance table as well as the Transaction Summary page.
