Can't Install GitHub Apps for Multiple Organizations

### Self-Hosted Version 21.8.0 ### CPU Architecture x86_64 ### Docker Version 20.10.4 ### Docker Compose Version 1.28.2 ### Steps to Reproduce 1. Install one GitHub App to one Organization 2. Update config.yaml 3. Attempt to install a second GitHub App for another Organization 4. Updating the config.yaml won't work because the keys are the same ### Expected Result That we wouldn't need to update the config.yaml file at all when an Integration is added for an Org in a Multi-Org setup. ### Actual Result No logs, it just doesn't support it. ### Event ID _No response_
