Allow for Repositories to be Added via API

### Problem Statement Currently Repositories have to be added manually to Github Integration (current user use case is for Github Enterprise) related to internal ticket [#161605](<https://sentry.zendesk.com/agent/tickets/161605>) ### Solution Brainstorm Allow for repositories to be added programmatically via API to Github integration ### Product Area APIs We want to define a set of [lightweight metrics](<https://docs.sentry.io/product/explore/metrics/>) that SDKs can automatically collect for e.g. framework, language or platform, focusing only on signals that **do NOT overlap with Tracing**.
