[Integrations] Add user to JIra status sync update activities

In [https://github.com/getsentry/sentry/pull/62599](<https://github.com/getsentry/sentry/pull/62599>) we added the integration that updated the issue's status via sync. If jira is sending us the performing user details we could say "Scott marked this as unresolved via Jira". ACs: * Add webhook payload types to the jira sync webhook since there are none * If jira passes an email, find a matching sentry user and set them as the user that performed the issue activity We want to define a set of [lightweight metrics](<https://docs.sentry.io/product/explore/metrics/>) that SDKs can automatically collect for e.g. framework, language or platform, focusing only on signals that **do NOT overlap with Tracing**.
